Dholera Semiconductor Plant: Another Major Project Gets the Green Light

India’s semiconductor mission has hit another milestone, and this time the news comes from the Dholera semiconductor plant ecosystem. Gujarat’s Dholera Special Investment Region (SIR) is already known for Tata Electronics’ large-scale semiconductor fab, but now a new name has joined the list — Crystal Matrix Limited (CML).

The Union Cabinet recently cleared two new semiconductor projects, and the first of these belongs to Crystal Matrix Limited, a Hyderabad-based company. It will now set up an integrated compound semiconductor fabrication and assembly facility in Dholera. What makes this project particularly notable is that it will be India’s first commercial-scale Mini/Micro-LED display manufacturing facility, built around Gallium Nitride (GaN) technology.

The facility will offer GaN foundry services along with epitaxy on 6-inch wafers. The company aims to produce around 72,000 square metres of Mini/Micro-LED display panels and 24,000 sets of RGB wafers every year. These outputs are expected to eventually feed into televisions, smartphones, smartwatches, commercial signage, automotive displays, and extended reality (XR) devices.

This project has been approved under the India Semiconductor Mission (ISM). Alongside it, the Cabinet also approved an OSAT (Outsourced Semiconductor Assembly and Test) facility in Surat by Suchi Semicon Private Limited, which will focus on power and automotive chips. Together, the two projects represent a combined investment of roughly ₹3,900 crore and are expected to create employment for more than 2,200 skilled professionals.

Interestingly, Crystal Matrix has partnered with South Korean firms Lumens and Soft-Epi, both of which specialise in LED technology and GaN epitaxy. The company’s advisory team also includes experienced professionals from Bharat Electronics Limited and Samsung, which adds a layer of technical credibility to the project.

Alongside this semiconductor push, another significant development has emerged — Fujifilm India has signed a Memorandum of Understanding (MoU) with the Gujarat State Electronics Mission (GSEM), under the state’s Department of Science and Technology (DST). The MoU was signed at the Vibrant Gujarat Regional Conference in Vadodara, with the goal of exploring opportunities in semiconductor materials manufacturing.

Through this MoU, Fujifilm India plans to assess the possibility of setting up a semiconductor materials production base in Dholera, working closely with government stakeholders, industry bodies, and private enterprises. Fujifilm Electronic Materials already operates more than 20 production facilities worldwide and views India as an important long-term strategic market.

It’s important to note that Fujifilm’s project is still at an exploratory stage. This means no final investment or manufacturing commitment has been made yet — it’s simply an early step that could eventually lead to a larger project down the line.

Dholera is steadily emerging as a central hub in India’s semiconductor ecosystem. Alongside Tata Electronics’ large fabrication plant, a specialised, display-focused project like Crystal Matrix’s will help India build competitive capabilities in Mini/Micro-LED technology on a global scale. Fujifilm’s interest also signals that Dholera isn’t limited to chip fabrication alone — it’s beginning to attract attention in the materials segment of the semiconductor supply chain as well.

That said, some experts have raised questions about Crystal Matrix’s financial capacity, since the company’s current revenue and asset base appear relatively small compared to the scale of this project. Execution will be worth watching closely in the months ahead.

This latest development around the Dholera semiconductor plant is a positive signal for India’s broader semiconductor mission. Crystal Matrix’s Mini/Micro-LED project could give a new direction to India’s display manufacturing capabilities, while Fujifilm’s MoU could open doors to materials manufacturing in the future. It will be interesting to see how quickly both projects progress, and how Dholera continues to strengthen its place on India’s semiconductor map.
